About Us: What We Do

The Innovation Fund is a joint initiative of the Ministry of Health (MOH) and the Ontario Medical Association (OMA) resulting from the Academic Health Science Centre Alternative Funding Plan. The Innovation Fund has funded over 1500 projects during the past 13 years, and is available to the more than 5,000 academic physicians working in 17 of Ontario’s Academic Health Science Centres.

 Innovation Fund Provincial Oversight Committee

The Innovation Fund Provincial Oversight Committee (IFPOC) manages the Innovation Fund.  IFPOC is chaired by Dr. Richard Weisel (University Health Network), and includes Dr. Davy Cheng, Vice-Chair (London Health Sciences Centre), Dr. Blake Woodside (OMA representative and Toronto General Hospital), Dr. Victor Han (London Health Sciences Centre), Michael Hillmer (The Ontario Ministry of Health), Dr. Rachel Holden (Kingston General Hospital), Dr. Stephen Holzapfel (Women’s College Hospital), Dr. Rajin Mehta (Sunnybrook Health Sciences Centre), Dr. Roy Masters (The Ottawa Heart Institute), Dr. Paul Moayyedi (Hamilton Academic Health Sciences Organization – Hamilton), Andrea Proctor (The Ontario Ministry of Health), and Carrie-Ann Szorady (The Ontario Ministry of Health).

The Funding Request Form (G1) has two purposes:

a)    To confirm that previously funded projects are on track and should receive their second year funds
b)    To confirm that projects selected by the Governance Organization have been reviewed and approved by the relevant hospital and university.

A G1 is required annually from EACH Governance Organization, regardless of whether or not they are submitting new projects for funding.

NEW:  The G1 has been split into two components and both are required for funding approval.

  1. G1 – Declaration is a high-level approval form for the funding requested (Adobe)
  2. G1 – Supplementary is a detailed by-project financial summary of projects being requested for funding (Excel)

Use of the G2 Form is intended for the purposes of substitution of either project leads or entire projects.  It is only to be used when required.

Specific rules regarding how and when substitutions may occur can be found in the Framework.

PLEASE NOTE that no substitutions will be permitted:

a)    If no “contingency” projects have been previously reviewed by IFPOC
b)    If any Innovation Fund money has already been spent

Policy Confirmation Form G3 confirms a Governance Organization’s: selection process, conflict of interest guidelines, definition of innovation (if different or more specific than those of IFPOC), and health care priorities (if you have any for Innovation Fund).

A new form (G4) is being implemented, to facilitate requests for Leave (maternity, paternity, medical, family medical) and COVID-19 related extensions. The G4 aims to standardize the information being requested of Project Leads and their Governance Organizations. We hope this will reduce the number of questions, speed up the process and make it more transparent.

In order to be eligible for funding, both elements must be included in the submission to your Governance Organization. A complete Project Proposal consists of two documents: the P2/4 – Proposal and Final Budget and the Project Proposal P1. In order to be eligible for funding, both elements must be included in the submission to your Governance Organization.

Deadlines – a final budget should be submitted within 60 days after completion of the project first to your AHSC AFP Governance Organization. Once the Governance Organization has reviewed and approved the budget, they will submit it to IFPOC. All Final Budgets must be received by IFPOC within 2 years after the end of the term of Innovation Funding (e.g. Projects receiving one year of funding in March 2023 must report by March 2026, and Projects receiving two years of funding in March 2023 must report by March 2027). At the end of this period, regardless of the status of the project, a budget and report are required and unspent funds must be returned. If no budget or report is received, an explanation should be provided to IFPOC and the Ministry and ALL IF funding for the project will be returned.

A complete Final Report consists of two documents: the P2/4 – Proposal and Final Budget, and the Final Report P3. Both elements must be included in the reporting to your Governance Organization.

Due Date: December 31 annually

May only be used in the year immediately following the funding year, to extend a one-year project to a two-year project.

It indicates that a project status has changed from a one-year project to a two-year project, tells us how much Year 2 funding is being approved, and changes the due date of the final report. It then also requires that the GO fill in an online “Interim Report”.

D is a declaration by Project Leads whose projects were selected as “alternates” during the initial round of any given competition. If these Projects Leads are later invited to proceed with their project, they must first fill in Form D for review and approval by their Governance Organization and by IFPOC.
